This paper was presented at the First Exhibition of Towns in the West (ODS), held in Bandjoun of 8 to 11 December 2009. The theme was: " the contribution of partners and the diaspora in the development of western Cameroon ".

The said communication was embedded in the roundtable with the theme:" Environment and importance of renewable energy to improve living conditions of people in western Cameroon.

It shows that households in the western region may voluntarily contribute up to 366 679 110 FCFA to finance their own solar kit in order to improve their living conditions. This willingness to pay can buy 1018 solar kits in one year.

The market for mobile telephony in Cameroon: Competition disguised competitive or monopoly?

the usual sense, the market is where the vendors' offers meet the demands of buyers who fit a certain price. The offer is the amount of goods and services that sellers are willing to sell for a price. The application refers to it as the amount of goods and services that buyers are willing to buy at one price, given their incomes and preferences.

A competitive market is materialized by the presence of many sellers and many buyers, while the monopoly market is reflected the presence of a single supplier who faces many applicants. The market of mobile telephony in Cameroon did not match any of these two types of markets because it meets two main providers (MTN and Orange), who face several applicants. It is therefore in this case of a market that can characterize a duopoly, which is a special case of a oligopoly market, which is observed when the presence of several suppliers and several applicants. The market of mobile telephony will be characterized oligopoly considering CAMTEL as the third operator. We will assume initially that it is a duopoly, since it strives to understand the view that it operates in fixed telephony.

A duopoly market is characterized by the presence of two companies that provide goods or services satisfying the same need. The competition model operated in this market can be done either by the quantities offered by each company, or the prices offered by the plaintiffs. The first model is known as a duopoly in the "Cournot " and the second, the duopoly " Bertrand " (Names of those who define these forms of equilibrium). Cournot proposes a war in the quantities and Bertrand price war. However, there is a third form, which does not compete in the true sense of the term: the duopoly " Stackelberg, who considers that there is a firm" leader "and another considered" follower. " The follower reacts (ie its product offering) as a function of the action of the leader, who controls a significant market share.

MTN and Orange lead they a war with the volumes?

The market supply of mobile telephony in Cameroon is characterized by identical products, available to all consumers: it is the mobile phone and its accessories and a chip credit card communication.

The phenomenon observed in recent years is the arrival of the "pack" the purchase of which gave the right to offer an additional chip in addition to that contained in said telephone which led to the buyer hold two chips. This technique has been proposed by the two operators and only the price of the pack was considered the indicator of convergence to one rather than another. This shows that the amounts offered by the war thus turned to a battle on price. The balance achieved here is not that of Cournot.

What about the price war?

Communication costs have been enormous changes since the arrival of two operators in the market for mobile telephony. Of 340 FCFA per minute in the early 2000s, the maximum cost rises today at 180 FCFA per minute. This fall is it the result of an open war between MTN and Orange to the attention of consumers to increase their market share?

In 2005, posters, banners and placards advertising inundate the town, revealing that famously " split your minutes in seconds " it was later accompanied by another: "talk ten seconds and ten seconds pay. " These are a few words, summed up the novelty introduced by MTN in the pricing of telephone calls. And appeared for the first both Cameroon's per second billing, billed 5FCFA. Consumers actually realizing that they were paying for the airtime spent, not for a minute, once indivisible. However, the last minute of this option was more expensive than the same minute spent in the traditional options and the cost was estimated at 240 FCFA.

Orange led by MTN to review the cost of a second call, which went from 5FCFA to 3FCFA for MTN to MTN calls. Once again a few months later, the same price was offered by Orange for calls to its network. We can see the real existence of price competition or Bertrand competition. However, we can afford to ask two questions:
- Is it a Stackelberg duopoly, where there is a leader and a follower that MTN is Orange?
- Is this a strategy put in place by the two operators to show that it exists on this market price competition?

To answer the first question, we say that we are not in the presence of such a duopoly, because some offers had been proposed by Orange, and then again by MTN, indicating that each firm behaves at times as leader and others as follower. In addition, the number of subscribers reported by each operator (three million each) indicates although they share the market equally and not a leader and follower.

Since our two operators competing to offer services identical time intervals more or less regular, you might think that there is an agreement, and therefore competition in disguise. This offer does not lead the same consumer to make a rational arbitration at the choice of operator. It is most often guided in his choice made by him with his knowledge (friends, family ...) and instead of choosing between MTN and Orange, he chose at any time between MTN and MTN one hand, and Orange and orange on the other. In short it chosen in all cases the same service offered by two operators, which differ only by their social reasons. We're in a monopoly situation where there are two operators who believe in the existence of competition in this market.

What does the Telecommunications Regulatory Agency about this situation?

The Telecommunications Regulatory Agency (TRA) is the body responsible for regulation this sector. The person must protect consumers from abuses they may suffer from MTN and Orange, in particular as regards the communication cost is considered high by a significant proportion of consumers. Although prices have declined, one realizes that they could fall further without causing deficits for both operators. Indeed, the invasion of our streets by the "call box" shows that the communication cost is high for anyone wishing to make a call to his mobile phone. How is it that the minute call from his mobile phone two to three times more expensive than the same minute passed from a call box? What can explain this difference? We would all like to have an explanation for this huge gap. If the operators that provide phone lines for call-box are not able to give us a convincing case on this difference in rates, then ART can still do it. Since the Agency does not, then we can conclude that it encourages competition and helps to disguise the establishment of a monopoly in the market for mobile telephony. Indeed, it is possible to connect or to 75FCFA 65FCFA per minute from a call box, then it is also possible from his mobile phone. Why the rush to create the call box so that each user can make calls from your phone? We strongly expect explanations of ART, because it is the body defending the interests of consumers.

The arrival of the third operator CAMTEL

Although operating within fixed telephony, it was observed that the firm has also launched mobile telephony, which is said to be "Fixed-mobile", that is to say, a phone that is neither fixed nor mobile while simultaneously fixed and mobile, according to the apprehension of each. The most important is that we see that it competes on price with the two operators 'historical' that are MTN and Orange. Indeed, the low cost per minute of communication demonstrates that the rates could also experience a decline in the other two operators, although this reduced cost may be explained by the infrastructure that has CAMTEL, because of its status former public company, which enjoys the facilities of the State. However this argument is not sufficient to explain these low communication costs, when we see that MTN and Orange can connect to the same costs, from the call box.

In sum, we can say that the adoption and popularization of mobile phones has helped raise its ownership rate of 7.6% to 44.9% between 2001 and 2007, from 19.9% to 81 , 4% in urban areas, and 1% to 23.4% in rural areas over the same period (source: ECAM1 and ECAM2). However, we note the existence of two competing operators in this sector: MTN and Orange-CAMTEL. The first two differ only in their corporate and lead a covert competition fostered by the ART, which has fostered the creation of this monopoly. The arrival of CAMTEL in this sector has also strengthened the merger of these two companies, which have joined forces to better fight the "enemy."

The Guro occupy a territory located in central Cote d'Ivoire and are surrounded by Bete in the West, Gagou south, the east and Baule Malinke North. The energy contribution to reducing poverty in rural Cameroon

The objective of this study is to analyze the relationship energy and poverty in rural Cameroon.

The method implementation is primarily a statistical analysis which led to the observation of rates of access to energy sources included in the study: firewood, electricity, cooking gas and kerosene . Secondly, econometric analysis has started to construct a simultaneous equations model, the estimate was made by the method of least squares double.

The results show that household poverty, and the distance separating the housing from the power pole behind statistically effective access to electricity . This reflects a poor household has limited possibilities to have effective access to electricity. The relationship energy and poverty revealed that effective access to electricity explains poverty in rural areas, suggesting that poverty may also be caused by low energy consumption. However, effective access is a prerequisite for the development of income generating activities, but not enough to reduce poverty in rural areas. This reduction through effective access to electricity must be done through improving the educational level and direction of it to technical secondary education.

Batik is an art made by master batik. It is an art of patience and meticulousness.

The Fangs are an African ethnic group present in Central Africa such as Gabon (about 30% of the population) and Cameroon (minority).

The Punu (also called Bapunu, Mupunu plural) are an ethnic group mainly distributed in southern Gabon.

The masks are used to accompany funeral or withdrawals of mourning. These are masks of ancestors.
They express the serenity of their elders who protect and advise them from the kingdom of the dead.
The wearer of the mask is covered with a raffia costume. During the ceremonies, he cries out to frighten wild spectators. Mask anthropomorphic white (most common), his face is painted with kaolin. The white kaolin is associated with death. The black masks are in turn probably have a judicial function.
The enigmatic face of the mask is slightly triangular. Under the eyes closed, almond-stretched and inflated by as sleep, rounder cheekbones high places. As I said earlier, I lived a long time in Cameroon and therefore I could enjoy many local dishes. I have also discover that Bruno was not starting very early and in the end was more than appealing. Indeed, this country, like any other for that matter, has delicious specialties. Admittedly, at first glance it is not always very appetizing, as ndolé that looks for "already eaten" as one might say. And yet ... it's so good.

Energy poverty: what is it?

A household is poor in energy terms it is not capable of heating his home continuously and at a reasonable cost (GORDON, 2002). This definition is taken from the literature that used in studies in developed countries, particularly in Europe. In Cameroon, poverty Energy is defined as a lack of public access to energy services in quality and quantity , reliable, efficient, sustainable and continuously [1] .

While fuel poverty is measured in developed countries for households that have electricity, it is defined in Cameroon based on the lack of household access to this energy source. According to the latter, are considered poor in terms of energy, households without access to electricity. The first approach involves in turn the fuel poverty threshold, which corresponds to the amount of expenditure allocated to energy, below which a household will be considered non-poor in terms of energy. According to the official definition in force in the UK, are considered in energy poverty households who must use over 10% of their income to cover their energy expenditure (DEFRA and DTI, 2001).

Two main elements used to define fuel poverty in a household: income and energy consumption (DUBOIS, 2007).

First, the inclusion of income in the definition of poverty used to represent it through a threshold or''poverty line'', which can be absolute or relative poverty line is defined by compared to the overall distribution of income or consumption in a country. The absolute poverty line is itself associated with some''absolute standards on items whose household must have to cover their basic needs (Coudouel et al., 2002). It is often based on estimates of the cost of certain commodities, such as the cost of a basket of goods nutrition.

This approach is rarely used to define fuel poverty, although some studies employ, like the one conducted by Foster et al. (2000), which attempt to define a line of "fuel poverty" from household surveys in Guatemala. They use this data on energy consumption of households whose per capita expenditures fall within a band of 10% around the official poverty line. The definition used in the United Kingdom does not establish such a line are considered as living in fuel poverty are those who spend more than 10% of their income to cover their energy consumption.

The definition of fuel poverty could be represented on a graph like the one below, where all households located above the line are considered poor in terms of energy.

Fuel poverty therefore covers a different reality of poverty in general. In Indeed, some people may be poor but not in energy poverty, and conversely, there may be non-poor but are nonetheless experiencing fuel poverty. This type of poverty is only partly related to income, since it also stems from the importance of household energy consumption.

The level of energy consumption within the definition of energy poverty in the UK, since it relies on energy expenditure that consumers "should" do. First, some households may affect less than 10% of their income on energy when they should eat more to maintain the temperature of their housing at a sufficiently high level. These consumers are rationing their energy consumption and should therefore be included in populations living in fuel poverty.

Second, other consumers may spend more than 10% of their income on their energy consumption without "having to" make such expenditures. These consumers have a consumption of energy, which can have different origins such a waste, poor energy efficiency of their homes, etc.. Finally, define fuel poverty from the household budget devoted to energy expenditures raises the issue of energy poverty.

1. Tablecloths batik:


You can see on the store we have a large collection of batik tablecloths. We chose to bring a large quantity for several reasons:
- these are real works of art, craft, colorful and cheerful, each piece is unique and requires extensive work (click here to explore the creation of batik)
- it is original as a gift for his own meals
- they are extremely strong both on the quality of the fabric on color fastness. For example, we ourselves several batik tablecloths for everyday use and after several years and many washings, the colors and fabric are still intact.
It is becoming increasingly difficult to find craftsmen manufacturer of batik cloths because too much competition from Asia on the spot forcing them to retrain elsewhere.

2. Tablecloths North Cameroon


We also wanted to present these beautiful tablecloths made to the old, typical of northern Cameroon (Maroua, Garoua ...). Indeed, they can no longer scale as woven the former with large handlooms. The women making these sheets still use the wheel to make the wire they use (as in Sleeping Beauty for fans of cartoons). 3. The statues maternity



As explained on the site, motherhood is one of the pillars of Africa where a surprising number of objects of any kind intended for him. It is inconceivable for the African woman to be unable to have children while in the West, we can very well live without. Women are always depicted with large breasts, the symbol of life as a food source but also with generous shapes symbol of femininity. So we'll send a few statuettes related to motherhood, and we intend to import advantage thereafter and other genres. The biggest advantage of African art is that no limit in creation. I think the best is already become acquainted with us.


My name is Bruno, I'm 31 and I live with my wife (who subsequently take care of this blog) and my 2 children in Seine et Marne. I am the manager of Keafrique the shop.

Now, why you create it, here's a good question.


all began 8 years ago and meet my wife who has spent many years in Cameroon. At the time, Africa was completely unknown to me and I must admit that I did not really interest. But the meeting, I met this beautiful continent and I learned to discover and especially appreciate his art, handicrafts, cuisine, its landscapes, its traditions ...
few years ago, we did raise the idea of creating something that could share these pleasures around us but we did not respond.

And then a few months ago, talking with my step father who still lives in Cameroon, we said "tokens us water." We created our own site with my wife where many sleepless nights. As we appreciate the art of the table, we started by items related to it, then we brought in batik tablecloths, decorations, jewelry, paintings, masks and little by little over the receipts we complete our collection. This adventure, we live in a family with my beautiful parents are very involved despite their work.

With this blog, we try to share a little of our passion, you discover African crafts as well as art because it can only be enjoyed if one knows the meaning . We'll try to explain the techniques used to talk about their history, talk of craftsmen and artists who create them, to show you images and videos ...

And with Keafrique, we hope to bring a small stone building development by helping children already attend school. In fact, we buy and collect donations through school supplies bases (pencils, notebooks, rulers ...) that we ship. Hoping to do much more in the future, you too can participate in our action. The energy sector in Cameroon: institutional and energy resources

1. The institutional sector of the energy

The energy sector in Cameroon is organized around numerous administrative and public and private organizations:

- Presidency of Republic coordinates the activities of the sector, particularly those relating to hydrocarbons;

- The Ministry of Energy and Water (MINE), through its various branches (Electricity, Products Oil and Hydraulic), designs, develops and oversees the implementation of national energy policy;

- Ministries: Scientific Research Innovation (MINRESI), Finance, Industry and Technological Development; Forest Fauna, Transport, Environment and Protection of Nature;

- Agency Regulation of Electricity Sector (ARSEL) regulates and controls the activities of electricity sub-sector;

- The Rural Electrification Agency (REA) promotes rural electrification;

- Electricity Development Corporation (EDC), in charge of infrastructure development.

Several other organizations and industries, public and private are also within the energy sector, namely:

i) The buyer's strategic concession of power utility, AES-Sonel, which ensures the generation, transmission and distribution of electricity as part of a 20-year concession. It also involves its subsidiary KPDC;

ii) Society National Hydrocarbons (SNH), which provides research and exploration for hydrocarbons and manages the state's interests in this sector;

iii) Society National Refining (sonar), which provides crude oil refining and supply the national market in finished petroleum products;

iv) Cameroonian Society of Petroleum Deposits (PICS), which provides storage and supply of petroleum products distributors;

v) The Price Stabilization Fund of Hydrocarbons (HSPC), which provides the mechanism for stabilization and equalization in the distribution of finished petroleum products.

In addition, a number of private companies involved in exploration, production and distribution of oil and the transportation and distribution of crude oil (TOTAL, ELF SEREPCA; PECTEN). Regarding the distribution of finished products, various private companies are approved, including: TOTAL FINA ELF; OILYBIA; CORLAY; AZA AFRICA; TRADEX, TEXACO; Pétrolex; FIRST OIL; CAMOCO; MCTS; CAMGAZ. Some private companies provide the approved quality control of finished petroleum products transferred between several operators, it is primarily HYDRAC, SMS and Polytechnic. Other act in parallel in the biomass sector: ANAFOR and Research Laboratory of Energetics MINRESI.

During the period 2001-2003, major disturbances emerged in the supply of electricity within the concession of public service . Many SMEs are launched in the renewable energy sector particularly in the field of solar photovoltaic .

2. Energy resources

It is precisely the biomass, petroleum products, electricity and renewable energy.

Fuelwood and other biomass
Consumption of this type of energy in 1987/1988 was estimated at 18.61% against 81.39 in urban areas% in rural areas. The evolution of consumption is:

This table shows that the proportion of households using fuelwood decreased by 20.41% in urban areas and 13.67% in area rural, between 1988 and 2005. However, total consumption of fuelwood is still high for the whole country in 2005: 87.3% against 78% in 2001, it remains close to the consumption recorded in 1996, which amounted to 84% [2] .

Petroleum products
They consist of refinery gas, butane, kerosene, gasoline, super, diesel, etc.. It will focus in this study two of these products, namely the domestic gas (butane gas) and kerosene.
Total consumption of petroleum products amounted to 807.46 ktoe in 1987/1988 and should be between 1035.65 and 2099.54 ktoe ktoe in 2010. The cooking gas and kerosene accounted respectively for the same year, 2.46% and 11.61% of this consumption. According to the living environment in 2005, 92% of people use kerosene in rural areas and 76.9% in urban areas. By cons, 3.3% use domestic gas in the middle Rural cons 45.9% in urban areas.

Regarding electricity, hydropower potential is estimated at about 20 000Mw, more than 115 billion kWh that the country could produce annually if these resources were developed. The production equipment is hydraulic and thermal properties, and the total installed capacity is about 928MW, including 723MW for the three hydro and 205MW for the 39 thermal power plants. Predictions are that power between 1734MW and 2254MW in 2010 [3] . The three major hydro (Mape Mbakaou and Bamendjin) have a total capacity of 7600 million cubic meters. Production is mainly carried out by AES-Sonel and was 3919GWh in 2004. Forecast to be between 6125GWh in 2010 and 9505GWh [4] and between 7091GWh in 2015 and 17174GWh [5] .

The transportation network consists of high voltage lines (HV), Medium Voltage (MV) and Low Voltage (LV). The table below shows the distribution lines, the number of subscribers and the amount of electricity sold to consumers:

AES-Sonel operates two independent networks of transportation and distribution known as the southern interconnected system (90% of energy) and northern interconnected system, with a total length of nearly 23,000 km, and other areas of the country (including East), which are not connected to these networks are powered by diesel plants independent.

Renewables are mostly those that deliver the electricity can be classified in this category, solar photovoltaic (electricity for domestic or professional, produced from the light, using solar panels), solar thermal (heat production, by converting the energy contained in sunlight), wind energy (electricity produced from wind) and geothermal energy (heat energy from the basement). These last two sources of energy are not yet exploited in Cameroon, although the North and Far North have suitable sites for e velop me nt wind energy, including the cities of Maroua and Kaélé.
