DRC: bishops fear a "new dictatorship"

KINSHASA (DRC), March 3, 2011 (AFP) - The Catholic Bishops
Democratic Republic of Congo (DRC) said Thursday they fear that further revisions of the Constitution after the presidential election in establishing a single tower , lead "to the establishment of a new dictatorship."

The National Episcopal Conference Congo (Cenco) on Thursday criticized a "message" for election year 2011 the revision of the Constitution effected in January "so hasty and expedient."

This procedure "has led some to question the true intentions of the constitutional revision. We fear that this review does not prelude to others that lead to the return of the single at the end of democracy and the establishment a new dictatorship "after that of Joseph Mobutu (1965-1997), wrote the Congolese bishops.

Issued on January 3, the proposal of the head of state Joseph Kabila, elected in 2006 and is expected to represent, to establish a single round presidential election scheduled for November 27, was passed by both houses of Congress on January 15, and the law enacted a few days later.

The bishops also deplored "the virulence of the government's response" in Congolese Laurent Monsengwo cardinal who had criticized the proposed revisions, as the opposition.

On the ongoing conflict in the east, the bishops are asking "what state of mind (the) citizens traumatized by situations of violence and wars will go to the polls?". They finally feel

"imperative" that the elections are held in "strict compliance with election law, truth and transparency, without fraud or manipulation in healing, to the exclusion of all autocratic and any form of violence wherever it comes. "
